Besides English, roughly half (51%) of this population speaks Spanish. Florida comes in a close second with 3.8 million, and Georgia comes in third, with 3.6 million. The U.S. Black population is young and growing. Additionally, roughly 460,000 members of this population were born outside of the country, meaning that almost one-in-five Black Hispanics (19%) are foreign born. The War on Drugs as well as policing policies including Broken Windows and Stop, Question, and Frisk sanction higher levels of police contact with African Americans. & Bynum T. (2008). Looking at income another way, almost half of households with a multiracial Black householder (47%) make less than $50,000, and 52% make that sum or more. Additionally, roughly one-in-five multiracial Black people (22%) live in non-family households. The vast majority of the single-race Black population speaks English very well or only speaks English (97%), while about nine-in-ten (91%) speak only English at home as of 2019. Established in 1986, The Sentencing Project works for a fair and effective U.S. criminal justice system by promoting reforms in sentencing policy, addressing unjust racial disparities and practices, and advocating for alternatives to incarceration.

Staff of The Sentencing Project have testified before the U.S. Congress and state legislative bodies and have submitted amicus curiae briefs to the Supreme Court of the United States on various issues related to incarceration and criminal justice policy. A Lifetime of Punishment: The Impact of the Felony Drug Ban on Welfare Benefits. The vast majority of the Black population as of 2019 speaks English very well or only speaks English at home (96%), while almost nine-in-ten (89%) speak only English at home. Among immigrant women, this gap was even wider, as 37.9% of Black immigrant women worked in the health care and social assistance industry, compared with 21.6% of other immigrant women. Roughly one-in-three of these households (32%) earn $75,000 or more, including 20% that make $100,000 or more. In addition to the range of harmful consequences to people of color, mass incarceration has been a failed policy in regard to public safety outcomes. More than one in four people arrested for drug law violations in 2015 was black, although drug use rates do not differ substantially by race and ethnicity and drug users generally purchase drugs from people of the same race or ethnicity. African Americansparticularly black menare most exposed to the collateral consequences associated with a criminal record. Creole languages, Somali, Amharic and Niger-Congo languages not included elsewhere were the other top mother tongues most frequently reported. These changes, in turn, may impact how many people identify as Black (or any other race). Roughly one-in-five (19%) are unaffiliated with any religion, while smaller shares of adults identify as Catholic (5%), other Christian denominations (3%) or non-Christian faiths (3%). More than 4 million members of this population were born outside of the U.S., meaning 10% of single-race Black people are foreign born. The report concludes by offering recommendations on ways that federal, state, and local officials in the United States can work to eliminate racial disparity in the criminal justice system and uphold its obligations under the Covenant.

This suggests that there is likely a discrepancy between the number of multiracial Black people in the U.S., as discovered through demographic data analysis, and the number of multiracial Black people who identify themselves in this way. In 2016, the median age for the Black population was 29.6 years, versus 40.7 years for the total population.

At the other end of the age spectrum, 7.3% of the Black population were aged 65 years and over, compared to 15.9% of the total population. It conducts public opinion polling, demographic research, media content analysis and other empirical social science research. The rhetoric of the criminal justice system sends the message that our society carefully protects everyones constitutional rights, but in practice the rules assure that law enforcement prerogatives will generally prevail over the rights of minorities and the poor. In recent years, the U.S. government has addressed some of the glaring racial inequalities that permeate every aspect of its criminal justice system, but these efforts have been relatively modest in scope. Judges should be allowed to consider individual case characteristics when sentencing a defendant in every case.
